League is balanced around unbalance

Everyone is talking how certain champions are unhealthy due to some items runes or champion itself. Because of that public thinking, I think this game is balanced by unbalance. I know it sounds stupid, but if you think about it it makes sense. How many champions are now busted? Yeah, f**k ton. But riot keeps buffing the busted champions and nerfing bad ones. Also to mention that champions who become meta were previously sh*t for years or months. For example, Quinn. Quinn was considered pretty bad champion by many. There were some high elo Quinn mains like Korean main Algorism. She became meta recently because of introduction of Stormrazor, she was nerfed 2 patches in a row because she was considered busted by riot.( she was but she had so much counter play). Also another example, double smite strategy. Was also nerfed by riot. I can go on and on and I think riot is trying to keep meta as it is so no new strategies and metas come out or spark out of control.

"Balanced around unbalanced" is an uneducated way to say "limelight balancing".

Limelight balancing is where you intentionally create pockets of strength with which to guide the meta, and then squash that strength to drive the meta elsewhere. You see this usually in riots patented "Compound nerf" where riot introduces an item, then nerfs a champion for using that item, then nerfs the item. You also see this in "internalized strength" where something is strong, but we as a community accept that its strong, because "when it was in the public eye something else was nerfed so that means its okay right?".
