why not limit the skin sales to champions owned by that account? Just got 6 skins for 6 champions I don't like or own.

Are you talking about the normal discounts or the Lunar Revel Shop? Normal discounts are on a fixed rotation, and the Lunar Revel shop is tailored to champs that you play, and will only show ones that you own. In my shop, the only champion I got a skin for that I didn't play was viegar, but than again I own him and have played him in the past so I guess it's not that bad.

I also bought the skin because it was 70% off a 450 skin xD
