Why do they keep messing with Shen

Shen has been my favorite champion since before there was ranked he has seen many changes over time and i just feel like they have been making his presence weaker and weaker this last update really Nerf his damage i just don't see how he is even viable anymore so many people destroy him in lane he cant make trades without being forced to use his taunt their is almost no reward ever for trades with him i feel his W in addition to blocking damage should reflect the blocked damage, maybe not the full damage but some would be nice he just doesn't have enough damage, i understand that he is somewhat more of a tank (should be a tank/fighter imo) but still many of the other tanks still do very decent damage (maokai, malphite, amumu, poppy etc..) and easily can trade/poke with their skills as a ninja he has no way to trade without putting himself at great risks to take damage. i don't know the answer to fix this i just don't think the direction they are going with him is the answer either.i just feel he should be more than a split pusher who cant counter anyone maybe they feel he should be a jungler. just wanted the community opinion on this feel free to enlighten me please.
