Maining Gragas (mid)

Two days ago, i got placed with a main gragas player who has +200 games and over 55% wr this season. I find that pretty impressive considering the weak position gragas has held this season (specially as a mid laner). After the launch of this new patch, is there any optimism, to see gragas mains abuse him in mid-high elo (high plat-diamond-master). I remember how broken he was before his rework when he had not yet acquired his jg role. Is the brewmaster coming back?
