Does Practice Tool automatically give you Hunter stacks for the runes?

I was using ingenious hunter and it seems to be fully stacked when I didn't even have any stacks yet. I'm not sure about Relentless and Ravenous hunter.

On a side-note ravenous hunter should display spell vamp in the normal stats tab as well. I'm not sure if Legend: Lifesteal does this though.
