Is it worth taking advantage of the new intelligence mastery?

On people like Lux who really benefit from cdr I'll generally go scaling cdr glyphs so I hit 40% by lvl 18 with just Athene's/Morello's, but with the cap increase I've been wondering if it might be viable to change up my build to take advantage of the extra 5%. The simplest way I think would just be to shave 5% of my cdr from runes in favor of ap and buy the cdr boots instead of pen, but I'm not sure if its really worth it. Has anyone done much testing with this yet? Is it worth bothering with or should we just not worry about it and continue as usual?

There is of course the possibility of completely switching to ap runes and going double cdr items, but that seems a bit doubtful to me since it seems it might delay scaling too much by having to choose between going for either that second 20% or the pure powerspike from deathcap.

The 5% CDR changes your cap by 5% as well, so "your build" has 0 impact. You hit Max CDR with the same items/runes if you have it or not.

If you're taking Intelligence for 5% CDR but 'not' going to 45%, keep in mind that you're giving up a load of M Pen for that trade.

I'm aware I could just continue as normal without any loss, and Yves losing the mpen is pretty significant, but what I'm trying to ask is whether there's any build or situation in which working to hit thatlast extra 5% is worth the loss one way or another.

A double car item build for example does have the benefit of giving you a huge amount of magic regeneration as well,so it might be useful if your have to spam abilities, but again it probably wouldn't be worth it because of how much it'd delay deathcap etc.

Is there any situation we can think of where the cap boost part of that mastery is actually useful without having to sacrifice too much to make it worthwhile?
