Is it worth taking advantage of the new intelligence mastery?

On people like Lux who really benefit from cdr I'll generally go scaling cdr glyphs so I hit 40% by lvl 18 with just Athene's/Morello's, but with the cap increase I've been wondering if it might be viable to change up my build to take advantage of the extra 5%. The simplest way I think would just be to shave 5% of my cdr from runes in favor of ap and buy the cdr boots instead of pen, but I'm not sure if its really worth it. Has anyone done much testing with this yet? Is it worth bothering with or should we just not worry about it and continue as usual?

There is of course the possibility of completely switching to ap runes and going double cdr items, but that seems a bit doubtful to me since it seems it might delay scaling too much by having to choose between going for either that second 20% or the pure powerspike from deathcap.
