35 minute ques due to dodging
The new system doesn't work. Although the idea behind it is solid, the additional dodging now has created 30minute + consistent que times in plat. Higher penalties need to be institued for dodging.....

If the new system results in higher dodging rates (e.g. due to people not locking in), the problem is with the system, not the players.
Changes in systems may result in more or less frequent dodging, but as long as players' mindset remains immature the issue will remain unsolved.
However, in your specific example where people aren't familiar with the system and result in dodging against their will, I do agree that something has to be done to either sort out the system in an easier understandable manner or for players to make themselves familiar with the system. I haven't tried it out myself, but there's more than a few complaints regarding pointless&confusing procedures.
It's the first day. People probably don't realize that not locking in results in a dodge.
