As a vlad main myself ( Silver ) his laning phase is a bit weak early game. Took me a while to pick him up. when I first started playing him, I got bullied out of lane, and lost almost all my 1v1's. But As with any champion, there are more good sides to him if you keep playing him. Eventually you get to the point where you can 1v1 almost anyone with a champ your comfy with, cause you know how he plays.
So my opinion on vlad is, He is not as newbie friendly as many would like to assume ( being low tier ). But he is a lot of fun if you learn him right, and I seen quite a few HighGolds - Low Diamonds, play him and pull off really amazing games. So he isn't really bad either, just takes time to know his strengths and weaknesses :)

Regardless of the meta, if you are good enough at a champion, there are very few times that you have to worry about a champ being viable. Vladimir is great for teamfights and scales very well lategame. If you want to pick him as a midlaner or top laner, I say that he fits in pretty well with almost any stable comp.
