What's the balance philosophy behind not being able to flash out of hyper mobile Leblanc's Chain?

Just played a game as Jayce and melee E'd her back AND flashed AND swapped forms to get my speed boost yet the chain didn't break. Her W was on CD BTW.

Someone please explain to me why this champion that can gapclose 2 screen lengths is allowed waste my 5 minute cooldown flash and still retain her chain. Why even give her a range indicator? To show me how hopeless escaping her is?

And when I turn and decide to fight her why is she rewarded with invisibility and misdirection thanks to her passive? OK if you want her to fit her fantasy then remove her lane dominance.

yeah it is quite ridiculous, I remember riot nerfing nocturne E because ''it feels bad to use flash and still be tethered to nocturne's E so we're reducing it's leash range'' meanwhile you can flash 3 times and probably still be in leblanc's chain range

As a Leblanc abuser one of the one main things I don't think is fair about her kit is how long of a range her E is... It's waayyyyyy too long

Her tether range should be edge-to-center, but for some reason it's edge-to-edge

Most champions' hitboxes are much larger than their models, so it looks like they have to walk much farther out of the circle than is intuitive

As plenty of other people have said before, you're really not meant to get out of the chain. You're meant to prepare yourself for the incoming Leblanc. The main counterplay is not getting hit in the first place. "Oh but she has two dashes" I can already hear people typing, Yeah, I know. But the counterplay that is lost by dashing towards an enemy is universal, not special to Leblanc.

She's technically risking herself by using her E that close, for the easier hit. Hitting it from afar means that if she misses, she can't lock you down for another chain or guaranteed W.
