Teemo Q CD

Something has to be down about the CD on this ability.

I'm trying to learn some top lane champs and working with Shen currently, but my ONE defense against his Q is a 18-sec CD. HIS Q is literally a 4-5 second CD and he can back to back use it on me; Qs, auto 1-2, Qs again. Meanwhile, I have no defense. Something really needs to be done about this. It's far too dominant and shuts down any counterplay opportunity.

Shen's W does not block Teemo's Q, if that's where the 18-sec cd comes from.
Teemo's Q has an 8 seconds CD at all ranks, so cool down the exaggeration.
Use Shen's passive shield to block off Teemo's Q.
Shen has the capability to outdamage Teemo at early game by going all in with E, and then uses W in either during the taunt duration or after.

Well yeah, obviously he will do good against a melee champion in lane. So what?
