Heimerdinger Passive Rework

Heimer needs an upgrade on his passive because once he uses his flash he is easy to kill... he needs some kind of mobility passive that will help him get out of ganks such as a movement speed increase from his turrents lasers or a slow from those lasers like in his upgraded turrent or something useful that will help him with gameplay and will enable him to get out of ganks. Compared to most other champs his passive is very underpowered.. please do something about this riot.

While I fear if Heimer gets a new passive it will result in a nerf to his base health regen (his regen starts t 11 per 5 seconds up to 40 per 5 seconds) however a new passive would work wonders for him.

My thoughts on a new movespeed passive are he gains X amount of movespeed while near his turret or his H28-G Evolution Turret (Q). When his H28-G Evolution Turret is destroyed Heimer gains a burst of movement speed decaying over X seconds.
