Make it so you can't flex que or solo q with someone outside your tier bracket

Dear Riot,

Could you please make it so you can't que with someone outside of your tier bracket for games?

It would solve the Issue of boosters and cheaters.

Overall I have highly considered quitting your game because of the fact that I get Diamond players In my silver flex que games.

For proof I'll post relevant links.

Diamond 5 player http://oce.op.gg/summoner/userName=No+job

Me Silver 1 http://oce.op.gg/summoner/userName=Matty%20Haro

Check match history on profile to see i was matched against this person, keep in mind i was not queuing with anyone.

I hardly think it's fair when i have to face someone who's much better at the game then me.

Please fix this Issue I would hate to have to stop playing this game because I love it so much I just want it to be fair and balanced please Help Riot!
