Jayce's potential in top-lane is almost exclusively gated by mana. Jayce is really strong with using either a poke strategy or all-in strategy to adapt to a wide range of lanning situations. Vs. GP, Jayce can out-poke GP with gate-blasts. Jayce can also win an all-in vs. GP by slamming into him and unloading everything.

GP only really wins if he carefully navigates that fight by staying in this awkward medium-range where he can Parrrley Jayce without being so close Jayce all-ins him or without being so far Jayce pokes him down. And GP is kind of weak, he'll probably need RNG to favor him even when playing near-flawlessly.

As vs I spend most of my early game farming under tower since he can poke you down with autos preventing any meaningful answer, I usually only get kills in case of jungler intervention. After I get , GP's poke gets much more interesting and i can finally zone him myself, since Parrley is point and click and he can't hide behind minionz. I think that, as weak as he is, GP outscales Jayce late game.
