It only makes sense right? I mean, he loves to eat things. It sounds absolutely silly, but oddly enough it works beautifully. Tahm Kench can go devourer and just stack health and tank items and let his ult passive do all the work. For added effect build a BOTRK. I am not entirely sure yet if his passive bonus applies twice with Sated devourer but I imagine that it would. In that case, every lick of his tongue he'd be dealing not only the bonus damage from his ult passive, but also the bonus damage from the devourer itself.

Yes, his ult's passive WOULD, in fact, apply twice when auto attacking (but it would appear that it wouldn't with the tongue thing (his Q)).

The devourer only applies on hit effects, it doesn't count champion abilities. Like tahm, technically his 2nd hit would apply 2 stacks for a total of 3 stacks but the devourer doesn't count it like that so it will still take 3 original hits to make a stack. However, it can still apply effects from items, like the frozen mallet so that the 2nd hit applies the slow twice instead of once. But I agree that a maxed out devourer can be OP for attacking with basic attacks.
