Dodge timer penalty

So I played a game with a Fiddle jungle who legit boosted his account from Bronze to Platinum 2 (Checked his account history, games were deleted and he was Bronze season ago also has 20% win rate). He made stupid plays like sitting in the bot brush for 3 minutes and leaching XP and then fail flashing fear into tower to almost die. Ended up losing the game because of him. Then I went into the next game and he's on my team again so I dodge. Wait the 5 minute timer and go into the next champion select. This time we have a Yasuo top who has 40% win rate over something like 30-40 games with 1.55 KDA. I'm still like okay give him a chance. But the enemy team picks Yasuo and this guy goes off saying we are fucking idiots for not picking him Yasuo first and how he is gonna troll and make us lose the game so naturally I have to dodge this as well. Only to be greeted by a 30 minute wait timer before I can get into the next que?!?!?!

What the hell Riot? Because I don't want to play with trolls and waste 30 minutes of my time on a troll game you have to waste that time for me by putting me into wait que? Now that is just great. Really makes me want to spend money and more time on this game /sarcasm.
