Pre summoner level 30 games...

Please ban the ability for level 30 summoners to be matched with and against pre 30 summoners. It is simply unfair. You have access to full runes and masteries not to mention a whole lot IP from won games. I just had to see my team die to a level 30 fizz with 300 wind on his belt. I myself have a level 16 summoner. The max level summoner on my team was 22. FIX this if you want to encourage new players. I want to see LCS games where they play 4v5 games and level 20 summoner vs level 30 summoner if you pretend to say its not too much impact.
