Need some help regarding Shen

I really don't understand what is going on with Shen. I can not beat him in lane no matter what champ I pick. I thought Shen was suppose to be a tank? Then how does he 3 or 4 shot me even when I'm level ahead.

The 2 games I played tonight I was Udyr (tanky) and Garen, and no matter what I did he zoned me away from minions once he hit about level 4. I was ahead in both levels and CS and as soon as he hit level 4 he just started chunking me.I have no clue what I'm suppose to do in order to fight Shen and of course my team had no useful suggestions either.

I was able to keep him from killing me, but It just got to point where I had to just let him have my towers.

I never gave a second thought to Shen during Season 5.. so really.. what happened?
