Riot black-listing accounts?

Hey, so I'm sure that there are other people that have brought up this "conspiracy" before. Basically I'm losing like 30- 40% of my games right now to player's disconnecting from my team. This phenomenon only seems to go the one way however ( I' haven't won any games from enemy players dc). I've played about 30 games since I started playing league again and I would say around 10ish of those were 5v4. Most recently I've just lost 3 straight to 5v4.

Which leads me to the topic. Is Riot black-listing accounts for bad behavior? Thing is, I used to be kind of a toxic player. I used to take the game very seriously. Then I took a break for about a year or so and was playing Dota 2. Now that I'm playing league again, it has just been a ton of 5v4 games....I can't even play :( And statistically it just doesn't make any sense that it is always on my team. Is this just a run of extremely bad luck or something else? The evidence:

We all know that Riot tracks the behaviour of players. It often says in load-up that "people that argue with team mates lose 30% more games"...or something like that. I'm sure then that my account has been pooled into this "toxic" list from when I used to play. This would explain my current situation quite well because players that DC a lot probably get reported a lot. Which would put them in this pool of black-listed accounts. I should also add that sometimes my queue times are quite long and I'm in silver league! Is that perhaps matchmaking working hard to place me with 4 misfits from the rage-pool?

Anyways, if this is true then I just can't agree with it. It's been a long time since I was that toxic player a few years ago. I just want to play a fair game. A 5v5 game!
