Last Second Queue Dodging

Your queue dodge penalty should be propionate to the amount of time you spent in champion select. Dodging last second is often a gambit to either force someone else to dodge (by troll pick) or hoping someone else does. Other times waiting is done just to be spiteful.

Up the penalty on last second queue dodgers!

Good idea - once the last pick is determined, the dodge IP penalty should be increased by 50% and the time penalty doubled.

Even if it's not done intentionally, it wastes people's time and also gives people information about what their enemies are likely to play (since usually 8-9 of the same 10 people are matched up again). The only problem I could see is if your game never connects you to champ select, but doesn't time out until the end.
