Afk/Leavers

So a five game goes no avg for 35-40 mins and if on person just leaves at start he just runed the game for his teammates so where is lol response to this. What hope that lol bans him after the game but all he has to do is sit there and move once in a while to avoid the leaver title. It makes this game really look bad when u play for an hour and then the next game and the next these actions of the community just makes me not want to play this game any more. it has been 5+ years and lol has never dealt with this issue. When are they going to do something.
