Hecarim Balancing

I only logged on here to put down my suggestions, so I guess I'll get down to the point. I've been a Rek'sai at heart, but the 5.2 patch kind of ruined Rek for me. I honestly don't expect a de-nerf, (Or whatever you call it) but I just wanted to point out Rek isn't the jungler she used to be. Now that point 1 of 2 is out of the way, you better buckle down yourselves for this incredible long complaint/suggestion paragraph.

Hecarim Hecarim held a really high promise for me given that he had full attack power, but his abilities aren't exactly helping him with that. His Q basically makes him swing his weapon in a full circle which helps cut down on minion hordes and such. The only problem with it is that when it is at levels 1 & 2, my basic attacks pretty much dwarf the damage it causes. Levels 3 through 5 barely outdo my basic attacks by between 10-20 points of physical damage. What I'm asking for is a shift from "Q does [Fixed amount of damage] to anything in [Fixed distance]" to "Q does [10-50 more damage than Hecarim's basic attacks] to anything in [Fixed distance]. Next ability! His W cue dramatic music. Hecarim's W basically is a ring around him that damages enemies in it and lifesteals 20% of the damage done to each enemy. You might say, "seems like a legit heal". But this ability can either pull you into a false sense of safety or just keep you alive a couple more minutes. Using this in hordes of minions or in a big teamfight may seem like a good idea. But in most cases, the damage done to Hecarim by the horde or champions overpowers the lifesteal, thus killing you. I'm asking for an increase from 20% lifesteal to 30%. Moving on to his E. Hecarim's E allows him to gain speed for 4 seconds and his next basic attack throws back the receiver doing damage (similar to Sion's ultimate). This ability is great, and needs no changes. Except maybe immunity to stuns or slows during his charge. Hecarim's R is fine, nothing needs to be changed (I'm serious this time). The changes may seem a bit OP, but I only came here hoping to get his Q fixed.

It may totally seem like an OP buff to some people, but you know what? His abilities need to cost WAY more mana. His E needs to be doubled at least.
