QoL for new Viktor

I am a Viktor main, and I am so happy to see that he is getting a lot of love. There are two things that I want to address:

1. There is a bug on his Q that allows you to get the speed boost for free if you cancel the cast animation by killing your target (sending a lethal auto attack and casting Q on the target a moment before the hit registers). It is semi difficult, but with the new changes it would break him in lane if he gets the shield and AA modifier for no mana and without cooldown.

2. Would it be possible to self cast the cloud? Maybe instead of having it move at full speed when it moves toward Viktor, make it so that it only moves at full speed if you self cast it. When I play him, I wouldn't want to be confused about how fast my cloud will go and have to worry if it is going to me or not in the middle of a fight. Choosing new targets or areas is key to getting the most out of Viktor's DoT, and I want to always know if it is going to my target and slowing down or to me at full speed. It takes too long to process the information and distracts from a team fight if I have to look at it and think about where I need to stand and look back at the cloud to confirm.
