Unused charscters need buff

There are many characters as league officials might know that are unused. I am fairly new to the game, although I realized that there are characters that are unused because of their horrible stats. I don't understand why the game editors don't see that. For example, is very unused because he got nerfed to the point that no one likes him anymore. Other games that I have played utilize what I am saying by looking into the fact that no one uses this item, so lets make it so that we didn't waste our time making it and make it used. I understand that there is a wide variety of champions that are in fact used, but am I wrong when I say that there are also some that aren't?

I like him, but they can't freely buff him less he bring back the QQ that got him nerfed to that point just like in season 1. He is still a good counterpick however.

Unused champions aren't all bad. For example, Taric is actually a very strong champion. It is just that people pick one of two things to play; Bursty carries or LCS picks. If played right Taric can easily outplay everybody bot lane, but nobody gives him a chance. Nobody plays Quinn, but in fact Quinn is overpowered and needs a nerf. Same thing with Yorick. He has the the best laning phase in the game with consistent poke and sustain and needs a nerf/rework. People are too absent-minded to learn about a champion and just jump to what everyone else is doing.
