Regarding Junglers and jungle items and Ranked Games

As the topic says i want to propose team builder to go live for ranked games and get rid of that standard draft ranked. Everyone should chose positions only (not champions) and when team is full they should enter the room for pick and bans with the enemy team. Also i propose 1 smite per team to be allowed and in the jungle position only. With every new patch we are witnesses of adc's midlaners picking smite and taking camps/scuttle denying their own jungler xp/gold especially with the 5.13 devourer change. All of a sudden this game has turned into battle of smites. I miss the old time when the jungler was responsible for securing dragon/baron. With the newest patch 5.13 u can have 3-4 smites per team(jungler+ runeglaive ezrael+ adc+toplane fizz). Please consider about this.
