Jungling Pre-30

I understand that 1-30 sort of a preparation for end-game content. All the mechanics and play-styles are solidified during this time. However, I have come to realize that although things such as mechanics are important, there are also certain strategies that end-game meta possesses that pre-30 meta do not do a good job in educating their players with. I can list a bunch but I would like to discuss about jungling pre-30.

My argument being that runes/masteries seems to act as a barrier rather than to optimize jungling efficiency. Without the proper runes/masteries, it seems that jungling efficiently becomes exponentially difficult if not impossible. Respectively, jungle balancing is geared towards post-30 meta.

It is my belief that the sooner players are exposed to the core concepts of the game, the more accessible this game will become.

You need to have specific junglers such as ww and fiddle with early game sustain... The only problem with making jungle easier is they have to nerf it accordingly therefore making it either less fun and less rewarding (making it all about ganking and no farming) or totally remove the core aspect of the jungle (which changes the meta, which riot obviously dont want)

It was suggested somewhere on the Boards that riot remove the rune system and just let us have way better mastery pages. I think that would go a long way to solving this issue. That or let players buy tier 3 runes at lv 1.
