Enable Using Practice Tool During Queue Time

It makes sense to be able to use practice tool while you are in queue, especially for ranked. Imagine it like being put into free for all in Overwatch while you are waiting in queue. I would imagine that pro-players and higher elo players would appreciate this a lot since they have such a long queue wait time. Why not be able to use that wait time to practice some combos?
