Why is flex queue about who gets more inters

Pretty much every single flex game there is somebody inting and nothing done to punish them. I've had people straight up say I'm going to make sure this boosted challenger loses, and proceeds to int. I also get freelo games where somebody on the enemy team is inting and its open mid.
