I am confused as to what you think the problem is? It is blinds...there is no match making.. It only has to do with how long your in que.. has nothing to do with ranked tiers..

Basically nobody has blind MMR, because basically nobody plays the damn mode.

Only thing out of place is the mastery points are hidden which shouldn't be happening.
