To promote clarity, can we have the ability to turn off unique particles for enemy skins?

There are certain skins which have particles that are either drastically different (iBlitzcrank) and some that have particles are are much harder to see (Underword TF.) Since Riot recently have been about promoting clarity, can we have the ability to turn of their skin particles and just have the base spells?
