Did they change how LP works, or is my LP bugged?

i took a break from ranked for about a year starting from may of last year to ~april of this year. i didn't have to experience positional ranks, but i've heard nothing but horror stories. however, i'm wondering if they also changed how lp worked during that time as well. for context, i made this account fresh to see how far i could climb, and it was going pretty well. once i hit plat 1, i was gaining 21/22 lp per win, and everything was fine. however, i found that my lp immediately tanked to just 15 lp per win as soon as i hit D4. i figured maybe this was as a prevention to allow the players who really deserved to climb to actually climb so i didn't think much of it. however, my win% has only been going up steadily since then, i've won a far higher amount of games then i have lost, but... my lp is going down somehow? im down to 14 per win and 16 per loss at this point, but i've just hit my d2 promos, which means i've won a substantial amount of games since hitting d4. how come my lp is going down as i win more games? did they intentionally add this or is my account screwed up somehow?

Riot fuked up Rank in S9 by trying (and failed badly at it) making each role have its own rank. So they merged them back together and fuked everyones MMR up. Some people had INSANE MMR and others had total tanked trash MMRs so then they tried to even it out with LP gains. They corrected Challengers but everyone else got screwed. Diamond the most at first. Then because they were getting like 7 lp for a win and -20 for a loss they all stopped playing their mains and started smurfing. That then chain fucked all the other ranks. You got some times 3 smurfs on one team at a time but vs a none smurf team. So Silver took a MASSIVE hit. Anyone in Silver is basicly screwed unless you are a smurf or Duo with one.
