please rework fizz

Fizz has a very strong kit and currently i would call it broken. All you would need to rework is his playful trickster to make him fun to play with/ against. while any champion can be destroyed in lane fizz can dodge abilities and basically zhonyas any ults from a fed carry then kill them with 1 ult combo. he currently destroys low elos and is almost not played enough to ban but is banable due to his kit
