Can people from Balkan Peninsula play League of Legends on their own language?

Dear employee,

On Balkan is more than 500.000 players (Serbia, Montenegro, Croatia, Bosnia and Herzegovina). Some of them are starters, some are veterans in League. There are guys who can't understand English well, this game used to be simple when i started playing it, but now there are too many champions which got their own builds, which is complicated to the new players with bad English. I would be very happy if Riot do something about it. All we need is client language change
