Why Don't I Get Key Fragments?!?!?!?!?!

I have been playing a lot of matches lately, but i don't get any key fragments. I know that they are random, but I have only ONE KEY FRAGMENT, and 4 Hextech chests.

I have 2 chest to unlock but haven't had a key fragment in over 2 weeks now. Yet when the hextech crafting came out I was basically getting a key fragment every win, now nothing.... Rito pls....

I frequently get chests but never key fragments, infact ive partied with people, and at end of match I would receive nothing even though my personal stats were 27/9. not a chest, not a key fragment, meanwhile my teammate when 10/5 and got a chest. makes no sense at all.

I have 10 chests and 1 key fargment that i got last season.... whats worse is I read that you should be able to get keys at the same rate as chest I call B.S.
