When did she get patched that she no longer receives XP/Gold from her Oathsworn killing minions? Was this a thing? Am I an idiot? Was this once a thing??

It was her W affect that gave her that ability, which is a very specific circumstance. Support CS won't just gift you kill gold by default, but when her W procs.
Unless your saying her W isn't procing on Support attack. That would probably be a bug if that was the case.
