CC visual updates?

So this is something I’ve been wondering.

After playing many games versus a Quinn and Graves, I’ve noticed their blinds are the only game changing blinds of any champion to select. It literally inhibits your ability to see for a short duration. I’m not complaining, I actually like this mechanic. I’m just wondering when this is going to be applied to other champions with blinds- I.E. Teemo.

I also began to ponder the mechanic Stun. What if Stun did a visual effect as well, similar to what blind does but decaying over time similar to being stunned in real life. Like a filter shift that makes everything blurry or out of focus for a short time.

Just ideas. But I believe updating Teemo’s blind would make him actually viable and not just a tilt pick champ, hoping to make the enemy laner afk/feed/tilt before mid/late game.
