I think that is working as intentional.

I saw a video for support ashe using stoneborn and it's super fun, redemption - ardent sensor - gold income item - cool down reduction boots.

You get 40% cool downs for your ulti and at level 3 ulti you get it back within like 50 seconds.

You're still left with 2 open item slots for either attack speed or survability, but your auto attacks slow on ashe and when you have ardent then you hit a power spike for healing.
