No especially since you sacrifice a lot taking smite as a laner, and if you are jungle you can already see a large amount of problems occuring such as: sustain, clear times, low gank potential, and counter junglers such as LeeSin Shaco Khazix . Vayne will be viable with Bloodrazor, but it isn't strong enough where it will be her meta build. Also Rageblade does make you lose out on dps when compared to other damage items, it is also cost** inefficient. **
