Why not make the banner of command a placeable item like Zz rot? It can make the minions in a certain raduis stronger. If you are still woried about its usage in pushing you could also tweak it a little and make it only placeable near an allied turret ( destroyed or not). It better then destroying an item. It could be like

Well from what I understand, its getting removed until they find a fix for it. So your idea might actually happen :D
Banner was one of the few items I could pick up as support when I was on a support with bad wave clear. It could help our team save towers when the nimrods on our team were futilely chasing down kills while the sidelane towers fell. So sad to see its disappearance.
They literally could it kept it simple and actually kept it a split push item on the side lanes making a minion stronger against enemy minions and/or being tanky against turrets but overall keep it like a normal minion no extra difence and dmg or whatever..
Remove that shit.

my suggestion, rework it like the card exodia works in yu gi oh, basically u can use banner multiple times on the same minion adding perks each time. it could be easier to balance and all in the team had to build it so 1 less good item for everyone in the team giving them weaker teamfights
