Debate Topic: A Champion that is Never Played is Better than a Broken Champion

Champions like Ryze or Azir used to be really good in professional play, so Riot decided to take out the nerf hammer on them. Now they're sitting at the lowest play rates and win rates in both professional and casual play. Of course, having a champion not being broken leads to being better in both diversity and gameplay. However, some kits are just so broken or clunky that no matter how many utility or numbers are tweaked, they will just remain in an unhealthy state until they get reworked.
