@Riot: Aren't the PBE Luden's nerfs a little bit heavy handed?

You guys are nerfing the stack build up from casting spells, suggesting that you feel it is too strong on spammy mages. However, when it's not even a must-build on Cassiopeia (the strongest spammy mage at the moment), can it really be strong enough to warrant nerfs?
