Where is the report in pregame lobby function?

I'm tired of losing lp to dodge games because of duo jungles, duo mids, etcetera. When people do this and I dodge I'm punished with a minor lp loss while the offenders are encouraged to do this as they get to reload into a game where they get a higher pick. If there were an option to report for intent trolling in pregame lobby perhaps this would be a less common occurrence.
