Can we do something about trolls in any draft mode?

Almost every draft it goes the same, every last or second last pick go

"(Role) Or troll." They don't get the role and just troll away and waste everyone's time. Reporting them after the same seems to do nothing why cant we get rid of these morons in champion select that doesn't result in waiting 5-15 minutes or losing LP?

How is this fair to people who actually respect pick order?

I hate to bring up a competitor.. but Dota 2 has a similar system except within a week you get a message saying something like "we have recently taken action in one of your recent reports" This would be nice to have to know that the report is even being looked at.

Why not just play Blind Pick or team builder if you're going to be an asshole.
