Should I play Teemo

It's always top lane feeding, trolling, afking, etc in my matches. I know all roles can do it but out of my own matches I've seen top lane do it the most. As an ADC and Assassin player I can't really play any normal champ top so I just want to play Teemo or Quinn so I can get some wins.

Should I just play Teemo and obliterate everyone until I get out of Bronze hell
