Veigar Stun Ring

So, Veigar is getting some limited play in LCS and is apparently being looked at on PBE as well so I figured now might as well be as good a time as any to suggest what I thought would help the mini-mage out a bit.

One of Veigar's signature abilities is his long range stun ring that spells the death of so many people. However, landing that stun ring is beyond difficult at times, especially for those less familiar with the champion. One very simple fix that would make the stun ring slightly less annoying to land would be to lock the ring to his casting range so that it can't be targeted outside his skill range. I can't count the number of times I've tried to stun someone only to have to walk half a step before the stun triggers, allowing the enemy to escape. Locking the ring into cast range would remove that.

I don't think of this as a "Buff" as much as a QoL change which Riot has done before for several champs.
