Kled needs some loving

This might just be some way of letting of steam but here goes nothing. I am a silver 4 EUW player, so consider this from a low elo perspective, however I am aware that at the moment Kled see no competetive play due to being easily countered, so a buff to him should not be out of the question. Been playing him for a few games and jesus christ those games have been the worst one's in a while for me. I've more or less fed all of the games and I truely feel that the champion is heavily underpowered compared to other toplaners. Maybe I am just bad with the champion, but I feel powerless to do anything in lade. Trading goes ok, we both take equal damage, but the Skaarl runs off and leaves a vurnurable Kled behind. Being dismounted sucks, and it seems to be reoccuring every singe trade. After that the opposing laner wins easily. They zone me and gains a gold advantage until minions push under tower and I can regain Skaarl. Then when I finally get Skaarl back, he only has 60% health, which means the poke I recieved during dismount and the enemy laner's regeneration, there is still a health diffence and I have earned nothing. I really don't know what to do
