Everyone wants to complain about devourer
but no one wants to counter-jungle. Really, the only somewhat legit complain is shyvana, but she has always been a superb jungler even before the sated.

Devourer on purchase is already cost efficient. Counter-jungling is not any easier because they bought it, or you'd just always counter-jungle regardless of what they bought.
People need a excuse. "I'm losing a 20 minutes 4x5 game. Now, with a sated devourer back in the game, it must be HIS fault. I couldn't win my 4x5 with a ganking jungler or win a TF with a tank jungler becuase of the sated! NERFFFF ITTTTTT"
