Fix the TOXIC
Everybody knows that the toxic community and environment of League of Legends is a problem, so I am proposing a possible fix to the solution. I believe that trolling can sometimes start in champ select and being on the team of a smiteless janna jungle can cause morale to immediately become a problem. Then she dies at blue buff and gets toxic because her team didn't leash her good enough. I believe that this can be fixed easily enough by instigating a Troll Poll in champion select. This troll poll would be very simple. Basically as long as 3/4 of the other summoners on a team identify someone as a troll in champion select, instead of punishing the guy that doesn't want to play with the smiteless janna jungle and dodges the queue, they can push a button that will be next to all the champions. This won't do anything unless 2 other summoners agree. Then after 3 of the 4 other summoners agree that the smiteless janna jungle is a troll, the game becomes disbanded and the person voted as a troll will be moved to another queue. There is no immediate punishment to the troll, but the other 4 players don't have to waste their next 20 minutes in a game that was doomed in champ select. However, if this behavior is consistent and that summoner is constantly being voted as a troll in the troll poll a punishment can be instigated. Another fix to the toxicity on the rift can be an immediate punishment system. This system can be easily put into effect with the system that you already have. When a player is seen as a toxic player, or a feeder, or having a negative attitude, his teammates still report him at the end, but instead of him being notified that he was reported, he is given an option. He can either admit that his behavior was bad and take an immediate lesser punishment, or he can request that his case be viewed by the tribunal. This will do a couple things, namely it will allow people to submit a plea, and it will also allow people to be their own judge and make it so that there are significantly less cases for the Tribunal to view. On top of that, if someone denies that they were toxic, but the tribunal sees that they indeed were very toxic throughout the entire game, a more serious punishment can be considered.
