A suggestion on Ban&Pick system

It's unfair when there is only the first place of the team make the decision on bans. I think it should be all the teammates vote the bans. My suggestion is to let everyone pick there bans but the first place person got more right(1.5votes). The champion gets higher votes will be banned. If every person votes different, the first place person with more right(all his or her voted champs banned). Because the 1st place person only have 1.5 votes that he can only decide when all the suggested champ only get one vote. The champs he voted was 1.5 votes so he can win but if there are two Or more votes on one champ the champ gets banned. In conclusions, all the team participate into the bans by voting. First place person got more right on the voting than others. First 3 champs on the voting list get banned.
