A Quality of Life Buff for Zed. Rito pls?

So I was thinking, what if his passive was more clear for the zed player and an enemy champ as well. When a enemy champ becomes lower than 50% of their max health, they should get some sort of visual debuff and if it is proc'd, shows the CD of the passive on the target. Also, maybe have the same debuff on the minions as well, but only visible to Zed. I don't really care about the Zed nerfs on the Ult, but I think something like this would make Zeds play more aggressive in lane trying to proc the passive and in turn giving his opponents more of an opportunity to aggress on him.
