Its almost imposible to hit your passive with your autoattacks without getting murdered by de adc and the support, I mean i know his q and w apply one stack but thats it, like i cant even reach the adc because he/she is faster and he can autoattack and go back.
So I really think they should give him a decent attack range not 500, just 300? 325? somtehing like that
He already has 200 auto-attack range, which is quite unheard of for a MELEE champion.
And it is good that the effect of three stacks is gated behind that fact - otherwise, an ability dealing 36% max HP BASE DAMAGE would be massively broken.
so attack the support who has a lower base movement speed than you.. a huge, fat, tanky, frog support... with multiple passives, shields, self healing, great mobile gank potential, stun, ect whatever.... still faster than 
That's my problem with him as a support. You just won't touch anyone who isn't dumb. Try laning against a cait/ashe with a janna/morgana support.
